This book covers a decade of intense, transformative challenges met by the District—from its response to the Canyon Lake Flood of July 2002; through the reorganization efforts required as a result of the Base Realignment and Closure Commission (BRAC); to the recovery and relief response to natural disasters like Hurricane Katrina. It is based on a thorough investigation of archival records at the District and the U.S. Army Corps of Engineers, supplemented with secondary sources such as books, newspapers, and trade publications. The author also conducted more than a dozen oral history interviews with key figures from the District’s history.
