Institution and Policy Study: Japan Bank for International
Cooperation
As part of the effort to celebrate its fiftieth anniversary,
the Japan Bank for International Cooperation (JBIC) commissioned HAI to
research and write an analysis of the bank's formation after the Second
World War. HAI historians conducted a survey of relevant secondary literature,
published memoirs, and contemporary news accounts.
Using resources available at the US National Archives
and other American repositories, HAI researchers also collected key primary
documents describing the origins of the bank during the American occupation
period and the vital role it played in Japan's postwar reconstruction.
The report that HAI prepared for JBIC told the story of the bank's creation
and painstakingly reconstructed the debate over the institution's mandate,
all against the backdrop of Japanese-American postwar diplomatic and economic
